Remove grenades. I remember this being done before, not sure if it was server-side or not, but it was so much more fun.
Most people recognise both some of the problems AND many of the potential solutions. It's getting someone to actually make big changes that's the hard part. Really, the best solution (IMHO) would be to make an entirely new map that's better than District, and then throw District in the trash can of history.
This, so much this. I really hate to see people waste their time and effort on trying to make something from a map that fails at its core.
IMHO. Make an infantry map that isn't straightforward like District (EG: Flags go in an order). Make them scattered. Sort of like the bottom-right corner of King.
That would be eastborough. However, it would also be nice if the hypothetical district replacement map wasn't made with Mayama Orange™ and didn't cause infantry to scatter like an ideal gas.

I like the colours of district (as you mentioned, the Orange™ is kind of annoying..and bright..and bright...), and the theme of it is pretty nice. Think of it this way though; with a scatter-flag system, a flag could be in sewers, in a room in an apartment/3story building, in the middle of the battlefield, etc. One could also randomize flag spawns ala emp_bush refineries, which would make every game very nice.
Best District suggestion: remove it 2nd best suggestion: extend it beyond the edges of the map. Make it bigger and less of a corridor. Give roof access. Give more room access and more routes.
Money isn't even a proper map, its just a testsite turned into a improvised clusterfuck, normal rules do not apply.
