APC bug

    Or it doesnt have any armor or an engine.

    It's probably the armor or engine missing. What's happens is the game remembers the config from round to round, so if you use adv cooling in one round at the start of the next round when you go to build it sees the engine not researched yet so it removes it leaving you with a vehicle with no engine.
