[2.41] Max rank promotion noise when earning squadpoints

Presumably this is related to the fix of this bug:

When commander rank is reached (reading max in scoreboard), each time a new point is earned the "You have been promoted" message plays and appears onscreen.

Edit: Happens everytime you gain a point

 

Ok, this is worse than expected, this seems to play pretty much everytime you get a point (didnt happen for me until I reached over 10 points but happened for brot on his first or second point)
