I don't think so, sidearms are 40 melee damage and you can still 1 hit people with melee upgrade. I don't think melee upgrade multiplies the damage by 3 or whatever, it just does a flat amount set in the code somewhere. I can't find anything in the scripts really relating to melee upgrade.
